Odisha charts massive maritime expansion with new port, shipbuilding hub and cruise terminal

Odisha Chief Minister Mohan Charan Majhi has outlined a major expansion plan for the state’s coastal and maritime infrastructure, unveiling projects worth more than Rs 46,000 crore. The state is moving ahead with a new port at Bahuda in Ganjam district, a shipbuilding and repair hub at the Mahanadi river mouth near Paradip, and a world-class cruise terminal proposed for Puri.

According to the announcement, the Bahuda port—planned in collaboration with the Paradip Port Authority—will involve an investment of around Rs 21,500 crore. The shipbuilding and repair centre near Paradip will add another Rs 24,700 crore in investment, creating a specialised maritime facility expected to boost Odisha’s industrial and logistics ecosystem.

The state government is positioning these projects as catalysts for trade, manufacturing, and tourism, complementing ongoing national initiatives such as Sagarmala, PM Gati Shakti, and the National Logistics Policy. Plans are also in motion to develop Coastal Economic Zones across the maritime belt.

Paradip Port continues to play a central role in the state’s economic ambitions. Under the leadership of Chairman P L Harandha, the port has seen a steady rise in cargo-handling performance. Capacity, which stood at 71 mt in 2015, is on track to reach 150 mt by 2025. Longer-term frameworks envision Paradip’s capacity rising to 300 mt under Maritime India Vision 2030, and further to 500 mt under the Developed India 2047 plan.

Adding to Paradip’s growth momentum, the Chief Minister also inaugurated the new Mayfair Hotels & Resorts property in the port town, a 140-room facility with signature restaurants and expansive event space.

During the Kalinga Bali Jatra celebrations, CM Majhi also indicated that Paradip is set to receive a greenfield airport and will be developed as a green hydrogen hub, marking a significant push toward next-generation infrastructure and clean energy.
