The Uttar Pradesh Government has sanctioned Rs 486 crore to acquire land and build a portion of a 30 km road linking the Noida airport with the Delhi-Mumbai Expressway at Ballabhgarh in Haryana. Of the 30 km road, only about 8.5 km falls in Uttar Pradesh while the rest is in Haryana. The Uttar Pradesh Government has sanctioned the amount to acquire about 90 ha for the road that falls in the state, build an interchange near the Yamuna Expressway and bear 50 per cent of the cost of constructing the link. The Centre will bear the cost of the road that falls in Haryana. The funds from the Uttar Pradesh Government will be routed through the Yamuna Expressway Industrial Development Authority (YEIDA), which will hand it over to the district administration for acquiring the land. The land will then be handed over to the National Highways Authority of India (NHAI), which is building the connecting road.
The State will also bear 50 per cent of the cost of constructing the road while the NHAI would spend the rest of it. Of the sanctioned amount, Rs 260 crore would be spent on acquiring 66.7 ha needed to build the 8.5 km road that falls in Uttar Pradesh. The total length of the road, however, is 30 km from the Noida airport to the Delhi-Mumbai expressway in Ballabhgarh.
Although the land will be provided by the Uttar Pradesh Government, the ownership of the road will lie with the NHAI. It will take around Rs 150 crore to build the interchange and as agreed, Rs 75 crore or 50 percent would be paid to NHAI. An interchange is also being planned at the junction where the road from the airport would meet the Yamuna Expressway. For this, 19 ha would have to be acquired.
Apart from this, an additional 4.4 ha would have to be acquired for a 700 m road connecting the boundary wall of the Noida airport with the interchange on the Yamuna Expressway. The proposal to acquire the land for the connecting road and the cost of its construction was approved by the State Cabinet on 25 December 2021. The greenfield expressway is part of the multi-modal connectivity to the Noida airport apart from pod taxis and the Metro.
On 12 October 2021, NHAI had asked the district administration to start work on acquiring private land chunks for building the road. Land will be acquired in five villages, and the spur road had been finalised under the Bharatmala Scheme.
