In a major infrastructure push, the Chhattisgarh Government has cleared the path for the Raipur-Durg Metro rail project, laying the foundation for a new State Capital Region (SCR). Modeled on the concept of the National Capital Region (NCR), this ambitious move is aimed at seamlessly linking Raipur with the Durg-Bhilai industrial belt into a cohesive urban system.
The metro initiative, with an initial allocation of Rs 50 million in the 2024–25 state budget, signals the beginning of a comprehensive study to assess the project’s scope and feasibility. Once operational, the metro is expected to be a vital enabler of smart mobility across this high-density corridor, projected to house over five million residents by 2031.
To streamline development under the SCR framework, the government is setting up a dedicated Capital Region Development Authority (CRDA). This body will serve as the apex agency for orchestrating infrastructure, land use, and environmental governance across the integrated region. With leadership drawn from senior policymakers, cabinet ministers, and representatives of urban local bodies, the CRDA will take charge of aligning urban expansion with long-term planning goals.
The authority will also be empowered to mobilize resources for capital-heavy projects like the metro through the introduction of a special infrastructure cess. Additionally, it will be responsible for submitting regular budget and progress updates to the state administration, ensuring transparency and accountability throughout the development cycle.
By bringing together urban clusters, industrial zones, and population centers under a unified regional vision, the SCR and its metro backbone mark a strategic step toward building a more connected and future-ready Chhattisgarh.
